This course provides delegates from EU National Authorities with the core knowledge needed for the approval and surveillance of organisations involved in production of aviation products, parts and appliances within the European Aviation Safety Agency (EASA) regulatory system, under EASA Part 21 Subparts F and G. This knowledge is a core element in order that an EASA Member State Airworthiness Regulator can fulfil the obligations of standardization per (EU) No 628/2013 and for the certification of production organizations per (EU) 748/2012.


For industry this course provides delegates with an understanding of EASA Part 21 Subparts F and G and associated Acceptable Means of Compliance (AMC) and Guidance Material (GM) advisory material, and includes details of how to obtain an agreement for Production without a Production Organisation Approval, how to obtain a Production Organisation Approval and how a Production Organisation Exposition is constructed.


This course is also suitable for National Authorities Inspectors/Managers from countries outside the EU, as it provides them with a detailed understanding of the EASA system for the approval and surveillance of organisations approved for production under Part 21.


Course Objectives


By the end of this course delegates will be able to demonstrate an understanding of the following through presentation and interactive discussion:


  • Basic Regulation 216/2008 as it applies to production and production organisations
  • Standardisation Regulation 628/2013 as it applies to the basic regulation and oversight of production organisations by Competent Authorities (CAs)
  • Requirements for ensuring compliance with EASA or National Aviation Authorities (NAA) requirements
  • Processes involved in undertaking the NAA assessment for Production without Production Approval, and Production Organisation Approval, in accordance with EASA regulation 748/2012 (Part 21 Subparts F and G)
  • The Production Organisation Exposition and its construction
  • Completion and release of an EASA Form 1, or Statement of Conformity
  • Control of Partners, Suppliers and Sub-contractors
  • Part 21 production from an industry perspective
  • The Competent authority requirements for the approval and oversight of a production organisation in accordance with Part 21.
